Seminar – Temporary labour migration and the UN Global Compact for Migration: from guest workers to immigrants?, by Professor Philip Martin (UC Davis), EUI, Florence
The Global Compact for Safe, Orderly and Regular Migration (GCM) aims to promote “labour mobility, including circular migration.” Recommendation five calls on governments to consider “demographic and global labor market realities” and to develop labour mobility schemes for “temporary, seasonal, circular, and fast-track migrants in areas of labor shortages.” Recommendation six calls for fair and ethical recruitment and portable visas that allow migrants to change employers and to change the duration of their stay abroad “with minimal administrative processes.” These GCM recommendations would convert guest workers into immigrants. Newcomers would be selected by the employers who paid all of their costs, arrive with their families, and be free to change employers and prolong their stays. These GCM recommendations raise the inspirational bar rather than suggesting concrete steps to improve conditions for guest workers today, and are not likely to be adopted by the countries that host most guest workers.
