Why we are doing it
By 'national institutions', we mean a country's political system, legal system, labour market regulations, and welfare policies. Understanding the role and effects of cross-country variations in these institutions is critical for more effective national and EU policy-making vis-a-vis irregular migrants. Common EU policies that ignore these variations will fail.
