Luca Lixi

MPC Associate
Luca Lixi is Political Officer at the Migration and Human Security Division of the European External Action Service (EEAS). He holds a PhD in Political Science from the University of Sheffield, an MSc from the LSE in International Migration and Public Policy, and a BA in Politics from the University of Nottingham.

Luca has developed experience both in migration policy and in research, working to develop stronger relations between the two. In policy, Luca started his work in the European Commission, DG HOME, where he worked for about two years on the external dimension of legal migration. He then moved to DG Research and Innovation to coordinate the funding on migration research under the EU’s Horizon funding framework programmes. Luca joined the EEAS in September 2021, where he works on migration relations with African countries and the African Union, relations on migration at the multilateral level and the UN, and the interface between research, evidence and data, and the EU’s external action on migration.

With his PhD, Luca contributed to the MIGPROSP project based at the MPC, writing a thesis on migration governance and relations between the EU and Tunisia. In his research work, he was particularly interested in decision-making processes leading to migration policies, understanding how these took place in non-EU contexts. He has written policy papers for CEPS, MPI, and published two book chapters on the governance of migration in the Mediterranean. His interest lies in better understanding the space for evidence in organisational processes leading to policy decisions on migration.
